The U.S. Department of Veterans Affairs establishes the eligibility criteria and program features. Since 1944, the VA has been insuring VA Home Loans which have many attractive features, including 100% financing (zero down payment) for a home purchase and a number of outstanding refinance programs such as a streamline refinance program with no lender fees.
